Do they think they’re smelling flowers or was this what the game intended?
For the villagers to crave the smell of sweet, dead, rotten fish?

It makes sense since Purrl is a cat — but I caught Walt, a vegetarian, sniffing it too.
And Shari, and I’m pretty sure Marina, too.​
 
I think certain cooking/food objects prompt the smelling gesture, so I think it's probably what the game intended, even though like you said it is a bit of an odd choice for a fish rack, haha.
 
I was about to comment when I get Marina I'll give her the octopus drying rack as a sadistic present, mwahahah!

Oh noooo, that’s actually the setup my friends has, now that I think about it! She has an octopus drying rack she refuses to get rid of even though she has all the octopuses. Yet, my friend never reported back to me about Octavian or someone sniffing the rack.

That would be for the best.
 
Don’t octopuses eat crustaceans, other mollusks, and fish normally? I think Marina and Octavian would love to receive a fish drying rack as a gift... (they might not even be averse to the octopus drying rack)
 
I think the game added one animation for every item, and I think this might count as an eating item? I think they do the same one for stoves.
 
its a food thing. I had the electric kettle cauldron soup thing outside. Everyone would go smell it. At least it looked yummy. Bleh drying fish
