No, "raining cats and dogs" is an idiom. If someone hadn't heard that before, they would have no *censored.3.0*ing clue what it meant. The meaning of splitting hairs is deducible from the expression, that is if you split a hair, you're left with two more strands of... hair! Someone could sit around all day and not discern what was meant by "raining cats and dogs" yet would not be able to know the meaning without prior experience with the idiom or examining the context.
