My campsite villager didn't move in?

So yesterday, Tangy, one of my dreamies, was in my campsite. I had 9 villagers already, and was super excited. I talked to her, and after a bit, she said she'd move in. Today, I loaded up my town, and her house plot was nowhere to be found.
I've gotten two of my dreamies from the campsite before, Wolfgang and Kyle, and a villager to trade, Diana, and they moved in almost right away. Is it normal that Tangy hasn't appeared?

Campsite villagers tend put their plot down 2-3 days after you've told them to move in from the campsite in my experience. Wait a day or two more and then see if her plot shows up.

If a villager says he/she will move in … it will happen.

One way you can tell is if you play with more than one human character. After a campsite villager says he/she will move in, you can have another human character approach that campsite villager for confirmation.
