Moving villagers

Why is it always that one villager you want out that takes forever? It took me tting forward for over two months to get one of mine to move out earlier.
She had been there a while, I was about the same friendship level with her as I was with others, she wasn't new....every single villager pinged to move at least once, some even pinged up to 3 times!!
Yet not once in all that time did she want to leave....
I tried the ignoring her but that didn't work either.
Does the game just do it on purpose....it's like it knows who you want out and deliberately makes it difficult for you.
It's supposed to be random I know but really starting to wonder! Haha
Anyway, I have space for my final dreamie!! Yay

This happened to me not too long ago! They ended up moving randomly; I casually time travelled on the weekends when I had time just to see if they will move out. I did that for about a month, I took a friend's time travelling advice also to go forward six days and see if anything happens. It might be a higher chance that wanted villagers will move out on accident though, good luck!
