How exactly does moving a villager out work? I understand that in order to get a villager from another town is to talk to them once they are already packed up but I want to know if there is any way to get them to move. I would prefer not having to time travel (as most guides recommend) so I don't lose my turnips. Does anyone know how to get a villager to leave?

without TT it is hard and just random. I know that my favorites, the ones I talk to and do favors for, always ask to leave.

True, also the last villager to move in to your town is the least likely to leave. There's no way of making them leave other than waiting for them to decide that, and the game picks that randomnly.
They definitely won't leave if they were voided by someone, as in, moved out and no one adopted them. Villagers you get by Streetpass won't leave either. You know they were voided when, the first time you talk to them after they're moved in, they mention that they come from another player's town. The only way they'll eventually move out is only when someone else moves in after them (if you have 10 villagers someone else will have to leave first, excluding the voided villager).
