Moving villagers to other players' islands?

How, exactly does it work? I have a villager who is going to move, but she is not in boxes yet.

 

[Calysis]

1. You put them into boxes.

2. You have the person who is wanting to adopt them come to your town, then talk to the villager while they're in boxes.

3. They should have the dialogue option to ask them to move to their island.

That should be it. ^^
