Here is a little tip I use for my moving villagers.
Step 1. I'm guessing you can talk to them from comments, so talk to them but don't become best friends.
Step 2. Walk by them every day. (Clear your pockets from everything that are not tools, and you should have less than 100 bells in your wallet. If you have more, put it all into a pouch until you have 100 or less bells.)
Step 3. When they ping, it's most likely about moving. Say yes. If they don't agree with you letting them move out,
all you have to do is exit out of the game, reload, and walk by them again and accept. If they decline again, do this until they agree with your decision. They usually say yes on the second or third try, BTW.
Step 4 revision: If they ping, talk to them. If they consider moving, allow them, but if they change their minds, reset the game and ignore them. They will still move out.
I am not sure if this will work 100% of the time, but it is working for me ATM.

The thing about ignoring them is more likely to be just a coincidence. It's been said repeatedly in various places that people have gotten different results, some people swear by ignoring them while others say they've had more requests from villagers they talk to a lot. In my case, I've mainly been pinged by villagers I didn't ignore but wasn't best friends with. The villagers I've ignored have never pinged me even when I've tried TTing methods. I think it's just random.

As to the empty pockets thing, that comes up in a lot of "moving villagers out" methods but that's just so you'll know who's pinging and why. If your pockets are empty, the villagers can't ping you about items. Even if you have items in your pockets, they'll still ping you to move, that step just comes up a lot for the sake of saving time when getting pinged.

I'm not saying your method is bad, but it's more likely that you've just been lucky.
