i have 9 of the villagers i want to keep permanently on my island but i still need the last one. i've been trying to get my last villager to move out for YEARS lol but they are never the one to ping me and i just read something that said the most recent villager to move to your island will never ping to move - it will always be someone who was there before them. but i want to keep everyone who was here before him. it's honestly been so long that i have forgotten if he was replacing someone else who was also the most recent villager - meaning i'm not sure if i have already debunked this theory lol. has anybody? i'm just looking for some confirmation that this is true before i switch up my strategy, but it seems like this would make it basically impossible to get your final dream villager if the last one to move in can never be the one to move out? i hope this makes sense lol it seems very complicated :x

This actually happened to me before, and I found out the reason the villager wasn’t asking to move out was b/c there was a point where she had asked me to move out once before not too long after I got her, and I decided to keep her for a bit. Every other villager that I got after her, was someone that I wanted, so when they would get a thought bubble, I would ignore them so I wouldn’t accidentally agree to have them move out.
I found out that the last villager that asked you to move out cannot ask again, so basically by ignoring my dreamies thought bubbles, the condition that the last person who asked to move out cannot ask again was still in play, and she would never ask me until I talked to another villager while they had a thought bubble.
After I did that, she was the next one to ask me to move out. I’m pretty sure I was waiting for her to ask for at least 3 years if not 4 before I had to just see if maybe I did something to cause her to not ask me.
The most recently villager to move in also cannot ask to move out, so that theory would be correct.
Either they are the last ones who asked you, or they are the last one that moved in.
When your other villagers ping you, do you talk to them and tell them to stay or do you ignore them? If you talk to them, then you can confirm that it’s b/c they are the last ones that moved in. If not, you can try talking to your other villagers when they ping and telling them to stay to see if the other village will ping you after that.
