My town is still in the "new" phase meaning I started a new save file, I currently only have 6 neighbors. Is it possible to choose who i want to move in or do I gotta wait till I have 9 neighbors to begin this?
You could do the villager plot reset trick but that could possibly take days and days... I would just wait until 9. Then you can cycle or stalk the villager trading board. B)
Since you are on the boards here you have a few choices:
1. Plot reset every day and hope that the villager you want of that particular type will appear. Uchis and Smugs have less numbers than other characters so if uchis or smugs keep appearing as plots you have a better chance of them appearing.
2. Keep your town time set to the day before someone is going to move into boxes, and be on the lookout for villagers here in the Trading Plaza. There are giveaways. I see you don't have a lot of bells at the moment, so giveaways or raffles for villagers are a good option for you.
Move in one villager per day until you get to 9, then be prepared - a moving ping will come soon!
3. Just accept who moves in until you get to 9, sell off who you can to get TBT forum bells or IGB and then buy who you want later.
