I had 10 villagers, one of whom just moved out, so I'm back down to 9.

I know about the campsite/streetpass move-in, but my question is can this new empty slot be filled by a random move-in? I don't want to start up my game to get a rude shock.
 
Well....twice now I've had 10 villagers with one being in boxes. Someone visited my town to "pick up" those villagers and a day or so later, I received one of the villagers that recently moved from their town(s). I didn't think that could happen when my town was full, but it did. I was not pleased by that.

So..I think you must avoid any sort of wi fi/street pass situation if you don't want an unpleasant surprise.
 
So, this is my understanding... When you have 9 and a campsite, you will not get a 10th villager move-in until you do something to make that happen. That is, either invite them in from campsite, go to another town and recruit someone, etc. So, if you never turn the wifi button on, you will just stay at 9 villagers. (Of course, a villager you have amongst your 9 can still move and you can be down to 8, but you wont go back up to 10).

Now, if you do streetpass people, visit other towns, have guests over, you CAN get a surprise 10th villager.

So, what I do when I have 9 is never turn the wifi button on. No streetpassing, no visits to other towns, no invites to my town. That way, I can be sure there is no surprise.

Hmm ok. My resident was in boxes yesterday and a visitor came to drop something off.

So potentially I could get a villager from this visitor?
 
I made a friend on Tortimer Island and I went to her town to check it out. The next day, I got Harry moving into my town. Fortunately, I got him out a few months later :P

I suggest that you turn off Streetpass on your 3DS when you're planning to visit towns when you have less than 10 villagers. I'm pretty sure you can still visit other towns without Streetpass on... I could be wrong.

Ugh why did I schedule a drop-off when someone was in boxes... I rue the day I laid eyes on you, orange diving suit! :(

Haha, just kidding... kinda. Crap happens; we deal with it best we can. I'll just have to load up the game with a new character daily till that spot gets filled.

You might not get a random move-in but there is a chance that you'll get someone from another town you visited. Too keep full control after someone moved out I apply the reset trick the next day to get a camper whom I can invite. Than there won't be any surprise move-in in any way. Why not take those few extra minutes to prevent hating yourself for not doing the reset trick that day.

Any invite will override a wifi/streetpass move in -- is there a villager you're looking for? If you invite someone to come to your town, any sneaky voided villager who's planning to move in will get dumped.
