Moving In A Friend's Villager Temporarily - Question

So a friend of mine is upset at Rolf's house placement and wants me to keep him temporarily to get rid of the bad house placement. Once Rolf pings me to move, he'd come pick Rolf back up. Would my friend have to go through the 16 villager cycle to get Rolf back from my town?

Ah, I see. Would it be the same for them if I moved Rolf in, and he tried scanning in Rolf again with his own amiibo card?

Well if you did that then you both would have Rolf and he would still need to go through the 16 villager cycle to get the Rolf from your town back. If her lets Rolf move out then scans his card and has him move in then her doesn't have to go through the cycle.
