Moved out villagers on main street, how much cycling needed to max out?

How many villagers do I need to cycle out from a new town to get max amount of moved villagers on main street?

The villagers on main street are randomized. It's any of the past 16 villagers that recently moved out. There's typically like 5 outside at once.

The villagers that show up there also depend on the time of day, I've noticed. For example if you're out at 6am, only normals will be out there.

After about 10 villagers moved out, that's when I noticed a lot of villagers on main street, personally.

A villager will show up on mainstreet after you have moved 8 others out of your town after them (or 8 including them, can't remember). You won't ever have all villagers on mainstreet at once, some will be in the shops or museum

So uhm... if i move out 8 villagers, will those show up on main street? Or only the 9th 10th 11th and so on?
I have a fresh town and empty main street, basicly what i am asking is how many move outs i need to "fill up" my main street/shops

There are 16 possible main street villager slots.

I'm not sure how many can appear on main street at one time, but currently I have 10. Eight are move outs and two are current residents. The eight who are moved out are the first eight in my cycle.

After an unknown amount of time, moved out villagers show up on main street. This is just me hypothesizing, but I *THINK* all 16 of my main street villagers will eventually be present on main street at all times. I'm slowly getting more and more villagers on my main street.
