move out villager

ok so I asked Cyrano to move out two weeks ago and he said he was kidding and he wasn't going to
what is this? a glitch?

No, it happens sometimes. Its pretty dumb. Though, if a villager does that you can just reset your game without saving and they'll ping you again, and you can keep trying until they decide to actually decide to move out.
