Months passed, noone of 9 villagers asked to move, HELP?

So I had the same 9 villagers for 2 months, and NOONE asked to move or moved in or out.

Is my game broken or something?
 
I'm having this problem with a couple villagers in particular. I do everything I can to drive them away. Beat them with the net, ignore them all together, send them trash in the mail, they just won't leave. Near as I can tell, sometimes villagers are just stubborn and won't go. It also seems a casual relationship with them does more to drive them away than outright ignoring them, at least from what I've experienced. Cause talking to them every now and then gives them the opportunity to tell you their leaving.

I have heard it's much easier to get rid of villagers with high friendship. Doing things to reduce friendship will make them stay longer. Because that completely makes sense, right? 8D
 
If the island isn't unlocked, that may be why no one is moving out.
 
Get a 10th villager in your town and someone will be bound to think about moving out soon after that.
 
Same thing with me, but I'll list what I did.
-Get mayor status and (probably) unlock the island.
-Don't abuse them.
-Having 9 or 10 villagers will make someone move out.
-I find it easier to ignore them instead of talking to them.
-If you hate everyone and don't have or care about dreamies, then you can start TTing in years and someone should move out.

I know it feels like it's broken, but it took me about 6 months before anyone moved out in my cycling town. XD
 
When I started my cycling town I noticed no one would move until one of the original five villagers gave all the beginners tips. :) I then did some experimenting and figured out that this was the only requirement to get villagers to leave, you never even have to upgrade the tent.

That's absolutely right. I have done this several times as well.
