I'm pretty sure the Monster Hunter items and Felyne can be obtained just by scanning in a Monster Hunter Amiibo. So it's not timed but I'm not sure which Monster Hunter Amiibos work or if they all do.

I don't know too much about Monster Hunter, so I don't know if this is a list of all the possible MH amiibos, but this site has a list of amiibos that seem to be compatible with New Leaf (You just have to scroll down to the Monster Hunter section).

Yes, if you scan in a compatible Monster Hunter Amiibo then he will show up in an RV at Harv's campsite. From there, you can order furniture or invite Felyne to move in. But one thing to be aware of is that once Felyne has moved in, you won't be able to summon him to the campsite anymore so it's best to order all the furniture you want before inviting him to your town.
