TBH, as someone who knows some Japanese (the Animal Crossing Wikia people don't really seem to know Japanese judging from various things I've read that are wrong), I doubt that's actually true.
I think Mira/Mirako is supposed to to be a reference to the Japanese word "Mirai", which means future. Sentai shows (sentai shows are basically the Power Rangers-type shows) are usually referencing the future in various ways, and since she's wearing a sentai outfit, I'm pretty sure that's actually what it's supposed to mean.
I do agree her mask sorta kinda looks like Sailor V's (what Sailor Venus called herself before the Sailor Moon series) mask, but I still don't think she's supposed to be referencing that. I've seen other sentai masks kinda similar to that one. It also looks like a generic super hero type mask. Robin from Batman wears a mask similar to that, for example.

I know some Japanese too and can see where your coming from but I still wouldn't be surprised if she actually is inspired (even if it's just the appearance) a little by her. It's not just wikia that say this either, in fact most of the descriptions of her that I've read say that she COULD be inspired by Sailor V anyway. I looked at the Japanese Mira and it is Mirako - I guess it's down to your own opinion because there isn't any solid evidence. :3
Oh I also had a thought that she could also be Usagi seeing as a rabbit is what represents her and she has the same hair colour as V. Also in the manga she has a mask like V's haha xD
