Minecraft Server Question

I am running a Minecraft Server on my computer and I have port-forwarded it and I can connect to it fine.
But anyone who wants to connect to it is receiving the following error.

Java.net.ConnectException: Connection timed out: no further information

I have followed every step to try and set it up correctly and it works perfectly for me.
Any help would be greatly appreciated.

It just doesn't work on some routers. I used to have a Minecraft server, but when I got a new router it stopped working. I tried everything, but there was a problem with the router so it was impossible.
