It is when a villager doesn't get adopted and u time travel them out. They have no home so they are just off in nowhere in the 'void'. I hope that made sense. Haha, idk if I described that very well or not.

Sounds great! Yeah, all u have to do is scroll down until u see "bells" under my avatar or on my profile, click the number next to where it says "bells", and then a box to transfer them will automatically pop up. Super easy! :3
