What I do, and hasn't failed me yet, is day by day, and go 4 days when someone moves in/out (THEY HAVE TO BE IN BOXES!!!). Never do multiple days otherwise. If you wanna keep someone (like I wanna keep Hopper in my cycling town), you have to talk to them constantly and if if I wanna be sure, save and TT like an hour to see if they ping.

If there's multiple people you want to stay, talk to EVERYONE multiple times to make sure that no one pings or hears a rumor about them leaving.
