Merengue in the tent

I have Merengue in my tent today. She's one of my dreamies, but she's declining my invitation to move into my town. I only have 8 neighbors in my town, and someone is moving in tomorrow. Does anyone know why she's declining???

It's Teddy from my friend's town, even though I dont ever remember talking to him! If I did, it was probably when ACNL just came out!

Villagers can move in randomly as well.

It could be because you already have someone else moving in that she's not agreeing to move in. Other people have had the misfortune of asking two villagers to move in on the same day, and the second one cancels out the first invitation. Although I'm not sure how this might work when the first villager has already set their plot down.

Does anyone have any experience with asking a villager to move in from the campsite when another villager is still in the process of building their house?
