Not a CD - it's literally a code in which you input to The Sims Website to get the full DLC game. It's not illegal as far as I'm aware, though distribution is frowned upon.

Though I wouldn't rely too much on stalking this thread. I got those keys from a Humble Bundle months ago and I don't really know if it'll be released again any time soon. And if I do get one, I'd probably make another thread anyway xD
