I think it's generally best to get 9 villagers before you restart, you never know who'll show up =]

But if you get 9, and then no Marshal you can't then reset for him? unless you build campsite and play the file

Are you deleting towns with villagers which are on your list because they aren't the top villager on the list? (I can't speak for everyone above me) But I think if you get any of the villagers on the list the restart is successful, providing the villager goes to the first that requested that villager... If that makes sense (Just my opinion)
