Why is he so popular?

Two reasons immediately spring to mind: His persona is like no one else's; the looks of both his house and Marshal himself are outstanding.
From an individual personality type (not to be confused with Villager Personalities), Marshal is cool.
I highly recommend Marshal. If you have an extra game copy, giving you a different opportunity to get him, you can reset your town with the scenario that one of your five starting villagers is not a Smug; that way you can manipulate (opening a given day with new character) the resetting process of offered-up randoms that finally bring up Marshal's house plot. He is worth it.

I'll avoid posting a long list as to why I hate him, so I'll just say, that I am not a fan of him. I prefer underrated villagers. I may have some popular ones in my town, but to be honest, my favorite members of my town are the less popular ones.

The Bell Tree Forums last November, my original town of Applewin may have impressed you.

I have since sullied your criteria with my switch-up of some Applewin villagers. But, that aside, I understand some of your argument. Personally, I'm not missing Pompom, Keaton, Shari, and Hans. Hans was the best of the group. Shari caught on to some extent with members of
The Bell Tree Forums. But Clyde became flat, Keaton didn't stand out enough, and Pompom would sometimes get a little too high-strung. So, I'm better off having move on. And I kept originals Jambette, Scoot, and Twiggy out of respect for having some originals still left. (Slot Nos. 1 and 3 were originally Walt, who is underappreciated, and Velma, who I find obnoxious.) And it helps that they personally appeal to me, as does Broffina, who is a convincingly witty Snooty, and Kidd, a sweetly sensitive Smug. It fells pretty well-balanced between [low] Tiers and [Top] Tiers. (I
