Marina has always been one of my dream villagers. I recently had an open spot in my town, and was also planning on having Hugh move out (he already said he was moving) but Monique appeared in my campsite and I decided to have her move in. Hugh has not moved out yet, Monique has moved in, and guess who appeared in my campsite? Marina. For the short window of time when I have ten villagers in my town, Marina appears in the campsite. Bad luck

Thats so sad! But dont be, its not that hard to get her shes my top dream villager too and got her for free from an awesome person on this forum!
