Making my town perfect

Hey everyone! So recently, I've been trying to obtain perfect town status. However, even after going through all of the steps Isabelle still wants me to build more public works. Most sites I've seen recommend about 10 public works, but I have 15 currently and Isabelle keps telling me that my town is underdeveloped. Does anybody have any advice for me?

Make sure that you don't have any items on the ground. These include fruits, furniture, rubbish and clothing.
Also make sure that you have a huge amount of flowers (it doesn't matter if they are hybrids or not), and a huge amount of trees (I think it was 150-200?).
And make sure that no weeds appear as well.
