Lucky clovers can change the mind of moving out villagers?

I had a lucky clover in my inventory and tried to make Mint move out, but she changed her mind.
I tried to reset without saving and put the date in the 10th, but Mint haven't moved out as expected.

I tried again and same result happened.
I decided to take out the lucky clover to see if Mint finally moves.

She said she had good memories with the player who talked with her, but they are not really close.
 
Most likely just a RNG coincidence. Every time a villager pings to move, the game essentially rolls a dice to see what they'll say. It just so happens that the game landed on changing her mind twice in a row. The same thing could have happened with a pocketful of sea bass.

I removed the lucky clover and Mint agreed to move out after trying again.
She went to live in my town of Joyville.
 
I think it was just by chance, I've had move outs with clovers in my pocket and such. Move-outs are based more on your level of friendship with villagers, not items.
