Lost a Villager moving in, has this happened to anyone else?

Hey guys, so I'm a little bummed out.

I did a trade for Rosie with my villager Beau, only it seems as though Rosie isn't moving, or decided to stay in her original town... so I dunno what has gone down.

I had 10 villagers, but Beau was picked up first, I then saved and moved forward a day, and Beau was gone. I then went to the the other town and talked to Rosie, who said she'd move.

I then went to the next day with a new character about 10-15 times but her plot never showed up so I assumed she must be coming the day after, and saved the new character and loaded up my mayor.

Then I received this letter from Rosie:

Dear Rochelle
My idol schedule has gotten really busy lately.
It's best if I made my home base someplace I knew, like my current town so I'm not moving. You understand!
From your idol Rosie

So now I'm just wondering what went wrong..!

I left three places where her plot could have shown up, and have had plots show in one of the places before, and there was room to move around the plots as well, and I also did the home button relaunch as well as the full power off to move the plot around (not that one ever showed up)

Is this something that sometimes happens to others or is my town glitchy and it didn't allow Rosie to put down her plot...

Please let me know if you have any ideas because I certainly don't want it happening again, plus I plot reset for a specific town set up and am quite attached to my town and really REALLY don't want to start over!

I'm so sorry! :c I've heard of this happening before, but it's quite rare.

In all the cases I've seen, there were too many PWPs/houses in the town so there was no room for the new villager. So it seems like the game believes there's not enough room for Rosie, even though there's technically enough room for a house plot.
You'll have to get rid of some PWPs and try again.

Oh my, I have heard of this, but as Dewy said, it's rare. I had no idea that too many PWPs, etc. had such an effect of the town or could actually nullify a move-in. I'm sorry this happened. Hopefully you will run into another Rosie in the future.

I was cycling and someone came to pick up Phoebe.
She was in boxes, the person told her to move into her town, the process went smoothly at first, but then later I received a PM from them saying that Phoebe left a letter for them and there was no plot for her. They also took a picture of the letter and showed it to me.

That's just really unfortunate, sorry :c

Yep that will be it then, I certainly have an abundance of pwps to stop villagers moving into the wrong spot! I think I might have to exchange my many many yellow benches with a few less fountains, even though that costs a lot more!

At least I'm not devastated because Rosie isn't a dreamie for life, but I was looking forward to having her in my town, oh well that's the way it goes, I'll just go hunt down another cute villager to take her place now
