Looking for villager with old wallpaper - CF

Saharah is town and she is asking for an old wallpaper. I've been going around town asking other villagers for old wallpaper, but none of them has one. Expect for two. One of them, Rodeo, I just CAN'T find him! And Bill lost his housekey!

Rodeo also isn't in the Roost, so where else could he be?

Do villagers appear in the Museum in CF? Have you checked the other rooms? Do you have so many trees that he could easily be hiding somewhere where it's hard to find him?
