You must've been using GTS. Over wifi PSS, you are able to trade Pokes with the event ribbon!

Shiny mew is near impossible to get unless you had RSE way back when in Japan.
As for Arceus, the event to get him is soon, so I don't think trading him would be fair to you because of that...

Is it possible that it wouldn't let me trade because he was from a different country, and hoppa was region locked? Or that you can't trade hoopa until it's event is over?
