Looking For a Town Earlier Than 7 PM

Hi, I need a pondskater for one of my villagers but they stop coming out at 7:00. Does anybody have a town where the time is good for catching them? For reference, they can be caught from 8:00 AM to 7:00 PM from May to September. Thanks!
