Isabelle. The game tries so hard to make her cute and endearing, it has gotten on my nerves since New Leaf.
For visitors, Daisy Mae. She only shows up half the day and yet I don't get other visitors when she is around. Also, I don't know why they replaced Joan with her. I find her snotty nose gross not cute, and the idea of a child wandering around selling me things is rather match-girl style sad.

CJ gets a bit annoying with his camera. I like Flick, but he has to stop coming on rainy days!
And I wish there was access to more rugs than just Saharah.

I think Wisp would be mine. I don't remember his purpose as much in the previous games, was something to do with an abundance of weeds he'd show up?
I'm always disappointed with items he gives, granted the positive is he does help fill my catalogue. I wish I could keep the Wisp's spirits and have them float in my house!

CJ. I just ignore him because I can’t stand him imo.
Isabelle just feels like she was put in the game for fan service. She’s basically useless to me. I’ve only changed the tune and flag once and I don’t report any of my villagers. I’m not one to constantly change tunes or flags, I like things being the same.
So I’m basically going inside resident services and only talking to Tom nook to build things. It kinda makes me sad that I never talk to her but they should have made her more useful. And I don’t think they should have announcements every single day if she’s not gonna say anything important.
There should only be the cutscene of announcements when she actually has some. It’s annoying especially if you’re TT for something to keep seeing her say no news.

i'm the same with label! i really hope she ends up adding more to the game in the future.. Also shrunk from NL, axolotls are really cool but he just.. i dont vibe with him.

Personality/looks wise I would say CJ bc he's not very cute...and his social media thing is really annoying. content wise my least favorite is Label because although its fun to dress up her rewards are not very rewarding, especially since you can just buy her clothing line in Able's. It would be cool if they make it more exclusive
Current game, I don't dislike anyone in particular; but maybe finding Labeled or Gulliver is sometimes a little let down. But I really like them tbh, despise that lol.

Isabelle because there was no reason for her to be in New Horizons but because of how popular she was in NL, they had to find a way to shoehorn her in. I liked her in New Leaf but she's annoying in NH. At least tell us who's visiting the island in your dumb announcements!! And let me have more trees

i may be the only one but right now, leif. it just feels like he never has new bush types (aren't there supposed to be camellias?? and i swear i've either never seen hydrangeas or i've only seen them once), and i don't really need flower seeds right now. like i don't have a good spot for flower breeding anymore, so great for the people who don't have online but the flowers haven't been too exciting recently and the bushes haven't either. i wish he had his own shop again, because him being in town just kind of takes up a spot that could go to kicks, label, any other npc with items i want...
also redd shows up almost never, he's only been on my island like twice and i've bought art from people twice because i've assumed it's glitched and he won't show. miss nl where he came on a weekly basis because at least then i knew he'd show up eventually

I actually like Label because I like her personality and character so for me her in-game function doesn’t get rid of that! However, I do have the opposite problem with 2 specific NPCs: Orville and Wilbur. I’m sorry but I hate them. Their function of taking you to other islands is fine, but I know absolutely zero things about them. They have no backstory and no lives and say nothing to me except for the same repetitive and frankly annoying dialogue to me over and over 20 times a day, and I find what little personality they do have to be grating and robotic so I dread talking to them. I know this complete and total lack of any kind of information about them as characters isn’t unique to them and even NPCs who have been around for several games suffer from it but for some reason it just gets on my nerves a lot more with them... I’m sure that if I at least thought their repetitive dialogue was cute like Harriet’s, that their designs were cute like Porter’s, or that the concept behind them was interesting like Gulliver’s, then I could forgive it but I think none of those things so I can’t. It’s also for this reason that I wish the episodes from WW/CF would’ve returned.
I hate being so negative and I’m sure some people love the dodos which is totally valid though! They just aren’t for me.
