Landscaping Help Q_Q

So I'm doing some landscaping and I was wondering if bushes count in the tree limit? I've been trying to plant this cedar tree but it keeps dying that'd have to be the reason it's dying right? it's not near any other trees or even close to the river

Set up:

xxx st xxxxxxx


b - bridge entrance
x - empty space
c - cedar
s - shrub
t - fruit tree

so the c is where I'm trying to put the cedar and I'm going like diagonal from the shrubs. I'm trying to do more condensed, forest-y areas.

If the cedar is on the south side of your town then it wont grow, sadly. Try planting a normal tree there instead. c:

I usually if I am planting trees and bushes in a place I'll plant the trees all first, I feel like if I try to stick in trees after doing the bushes the trees have a harder time growing... But yeah if it was in the South that was it. You can plant bushes right next to trees so that's nice, they wont not grow there!
