I'm fairly certain you can still get a villager even if there is a plot if your town. But maybe you should tt to the next day so his/her house is there. And leave it on that day! that way when you tt back again there won't be another new plot
edit: i mean don't tt back, cause there could be another new plot. So tt forward to get the villager moved in, then come to my town, get skye, then you can tt back
