I think you must have 6 other villagers come and go before you can get one back that used to live in your town, I cant decide on a 10th villager so I can hold onto him for as long as you need for free

You can drop off the money at the train station entrance, then you'll follow me to Kid Cat's house and go in. You talk to him till he suggests moving to your town where you'll say okay and then ta-da! he's yours! just make sure not to fly through the conversation lol.
