No, they did it on purpose to milk the game and "hype" DLC. The stage is already in the game in single player mode, there's literally no reason why it couldn't have been included at launch other than them wanting to milk out DLC with BS excuses ala "we need a certain about of players to reach level 10 before we release ranked battles but in reality we're just saving it for a Nintendo Direct Micro 2 days after the games release!!!". It's so dumb.seems like they didnt get the game finished for their deadline and released it half-finished...
It's no different than how Animal Crossing DLC is handled. The furniture is already on the cart.

When AC has as little content on release and is as "incomplete" as Splatoon on release is then you can compare the two. It's not so much the fact that it's already there and they've locked it, it's more so that there's so little in the game already, and there's this stuff that they could have put in at launch, but didn't, and they're literally hiding for no reason at all other than promotion and milking DLC. I get it's not even two weeks since launch and they've given us like 2 weapons/stages, but just because it's such a minimal amount of time doesn't make it any less irritating, and as I said, most of the irritation is fed by the lack of content to being with. Maybe it's because I hate the whole "2 stages every 4 hours" BS that I'm annoyed about these DLC stages, because if they removed that I feel like I'd enjoy the stages a whole lot more because I didn't have to wait 5933 years until the times of stages and times I can play match up so I can play the stage I want, but I still think it's stupid to hide content on the disc when there's so little to begin with.
And like, with Kelp Dome specifically, AC doesn't let me see a DLC item in one of my villagers houses, and prevent me from having it until a certain date when they decide to release it, like they did with Kelp Dome in single player.
AC DLC is just furniture items/clothing and there are already like 58239532 other pieces in the game. Splatoon only had like what, 4 stages on release? If AC had half as many DLC items as there were starting items then fair point, but it's not, they probably "hid" like idk 5-10% of the total items as DLC or whatever, and I think saying 10% is generous enough. If Splatoon had given us like 10 stages at launch and only hid like 2 or 3 then I'd understand, but they didn't. If there were more stages on release then I wouldn't be complaining, but the fact there are all these complete stages but they're just locking them out until certain dates is stupid. In AC, if I can't wait for a DLC item to be release I can just look into one of the other 502342342 items that are in the game and use one of those until they decide to release it. With Splatoon, there's limited choices to begin with, and I got bored of them within an hour, because my options are so limited. I've literally played Port Mackerel like 3 times and I'm already bored of it (and that's not because I don't like the layout like everyone else).
The AC DLC comparison is the same as the Hyrule Warriors DLC (whether or not that was already on the disc or not idk), but my point is that there was enough content in the game to pull you over until they released the next batch of DLC, and then by the time you finished that batch of DLC they released the next one. Same with Monster Hunter, there's enough content to keep you occupied until they release their first batch of DLC. And that's the same case with most games that have DLC, those are just the two that came to mind first.
And I get the DLC is free so it's not really something to complain about, but like I said, it's just I feel like there was such little content to being with, and I'd rather have them give all this stuff on launch and then wait a few weeks for the first real DLC then have them give us **** that was already there to begin with 2 days after release, or push the game back another month or two to have it all included at launch.

While I was upset about this content strategy originally, I've come around on it. I tend to burn myself out on these days very easily (which I already did with this game), so having a new map or weapon to come back to the game for every week is not a bad thing. If they had the nine on-disc maps on Day 1, I doubt it would have changed much in terms of burning out on it. I'll be looking forward to getting back into the game tonight when this map launches.

Because we paid for a full game with very little content while there's more than triple that amount probably locked away ready for use.
Think of it like being at a restaurant and ordering a burger for full price, so let's say $20 (because in this case $60 is a lot for what we're getting). When the waiter arrives, he tells you that the burger is ready and done, but he's only going to give you the bun for now and you'll have to wait to get the rest. What do you gain from waiting? You already paid, so you should get what you're paying for, plus it's already ready. Let's also say that someone is coming to advertise and will benefit the restaurant for every customer currently there. They have something to gain by keeping you there, but you don't.
In this case, by locking the content away and slowly releasing it, they're keeping it alive, but at the cost of making people wait months until they release the "entire" game. Basically, you have to wait around 10 weeks to get something that's already in the game instead of already having access to it and getting actual NEW content in those 10 weeks. It's a matter of screwing the player over instead of making new things that gets people mad.
I say 'big red button' because I don't know how they turn it on, I just like to think they do it with a big red button.
