Because we paid for a full game with very little content while there's more than triple that amount probably locked away ready for use.

Think of it like being at a restaurant and ordering a burger for full price, so let's say $20 (because in this case $60 is a lot for what we're getting). When the waiter arrives, he tells you that the burger is ready and done, but he's only going to give you the bun for now and you'll have to wait to get the rest. What do you gain from waiting? You already paid, so you should get what you're paying for, plus it's already ready. Let's also say that someone is coming to advertise and will benefit the restaurant for every customer currently there. They have something to gain by keeping you there, but you don't.

In this case, by locking the content away and slowly releasing it, they're keeping it alive, but at the cost of making people wait months until they release the "entire" game. Basically, you have to wait around 10 weeks to get something that's already in the game instead of already having access to it and getting actual NEW content in those 10 weeks. It's a matter of screwing the player over instead of making new things that gets people mad.
