To get Keldeo in its resolute form do I have to trade my Keldeo from white or does doing the poketranfer thing count as well, I haven't tried it yet so I just want to be sure before i make any moves.

Keldeo will only change forms when it learns Secret Sword.
and you can't change it back unless it forgets the move.

You have to send your Keldeo to either Pok?mon Black Version 2 or Pok?mon White Version 2 and go to Pledge Grove which is north of Floccesy Town.
There will be an event that gets activated at Pledge Grove where Cobalion, Virizion, and Terrakion teach it Secret Sword and it changes its form permanently as long as it carries on knowing Secret Sword.
Keldeo's original form which is known simply as Ordinary Form will then become Resolute Form
If you delete Secret Sword, it will transform back into Ordinary Form.

Sacred Sword and Secret Sword are two different moves.
Secret Sword is the one that transforms it.

Sorry let me be a little more specific, it already knows secret sword from the first game so does sending it over by poketransfer keep it from transforming cuz i know that theres a secret scene where it transforms into its resolute form

If it already knows Secret Sword it might change forms before the cutscene.
Best thing to do is just test it out. If it does transform, you can just make it forget the move. If you want it to transform back you can still do the cutscene thing.

I just found out you cant poketransfer from black and white to black and white 2. Bummer
I have them, yes, but not in my Party.
My mistake :3 Thanks for clearing that up.
