How do you buy her items?

I finally got her in the main street but she didn't offer to let me buy any hats xD

Do I have to see her a number of times there first?

I've had the same experience as FancyThat. Also, whenever she offers to sell you a hat, it's random which one you will get, so you may have to go through a few bad luck days before getting both hats. She doesn't tell you which one she's selling to you, so you just have to buy them to see.
