Just tried out the swimming trick for public works...

It works! I trapped Flo, emptied my pockets and went swimming for about 2 minutes.
As soon as I came back to her, she requested the windmill! I'm so happy.

But I have a question. Can the same villager request multiple things in one day?

I don't think it has to do with swimming.
You just have to ignore your villagers for approx. 5 minutes and they will request something.
Or 2 minutes, idk the exact time.

No. I don't notice little things like that. I just thought it was around 2 minutes...

I do this all the time, I wait for 5-10 minutes, and they HARDLY EVER give me PWPs. Also, I fill my pockets with flowers and deposit all my money so that they don't give me random stuff/don't want to sell stuff. Most of the time I get "OMG change my catchphrase, it sucks" or "How fast can you run a marathon?". ~_~ I need those PWPs...
