Just how rare *are* hibiscus shoots, exactly?

So, I've been playing New Leaf for about six weeks now and I've had access to the island since pretty early on. I think I've been to the island every day since it unlocked. I've had red hibiscus shoots in the store twice or three times, I think, but none of the yellow at all, and none in several weeks now. Are they very rare items, like the chest, sanshin, etc., or have I just been really unlucky?

I've finally unlocked TIY so I've started landscaping my town with bushes, but the hibiscus are eluding me.

I don't think they are really rare, but there are only three items not including the Club Tortimer application, so they only come around so often. If you are in a hurry to get them, then it's best to go island hopping on Club Tortimer.

I think they are rare when your looking for them. Awhile back I wanted a mermaid screen for the bathroom. Found everything but that. Now it's the flipflops. While island hopping I see lots of shrubs.
The other night I had both types of shrubs for sale on my island.

I found them to be more common-ish. But if you are looking for them, save up a bunch of medals and then go hop around in the public islands. You'll find 'em sooner or later.

They're super rare on my island. I've only encountered them less than 5 times ever since I started playing. ._.
