Don't mean to butt in, but I have an idea... how about restricting new members to one board, "Rules"... it'd have one topic with the rules, and all they'd need to do is post in that thread to gain access to the rest of the forum.

Of course, it hardly guarantees that they'll actually read the thread, but hey, it's better than what we have right now... right?
