Japanese Isabelle translation, plz help!

Hey,
Anyone able to translate this for me? I've just started up a new town and I'm getting this message every day. I feel like I've done all the starter stuff like speaking to Isabelle etc. so no idea what's going on.

Good question I already had a 3DS and a friend was going to Japan on holiday. There were a few games I really wanted to play only available on 3DS LL. I wanted a second 3DS for Pokemon trading/shenanigans and Pokemon X&Y can be played in English even on a Japanese copy. And I downloaded New Leaf cos I was gonna TT, cycle villagers etc . It's been fine but since I restarted my town I get this message every day and that didn't happen the first time.

Ok, thanks I'm off to the town hall, will report back. I think some are upside down because I'm in Australia

the upside down one i skimmed and it has the hiragana for "turtle" so it could be time for the island idk

Im guessing she wants you to go talk to tortimer on the dock to gain access to the island since she reminds you to do that often if you havent done it yet

Yeah, Tortimers not at the dock and I didn't get the loading screen where he introduces himself. Maybe it's glitched?

she could be saying she wants you to speak to everyone in your village. have you introduced yourself to everyone so far?

if that's not it then i say time travel to the next day to see if tortimer appears

That's what I thought it could have been, but I saw that the barrier thing was up, so I didn't think it was it - but now that you've said it, I rememered the barrier does open so you can go to check your approval rating at the chair. So yea, it could be that you need your approval rating to be 100%, which would explain why she's talking about speaking to people, since that increases your approval rating

Yeah, that could be it. I've tried everything else I can think of. None of my villagers will move out either no matter how many times I TT forward.
I only just started another village on this cart a week or so ago and this didn't happen, s'weird.
I'm gonna restart a new town, speak to everyone including Tortimer and get 100% approval before I start TTing.

Hopefully that's it then, I saw the barrier open so I was wondering if when you sat in it, you might have to do the 100% point thing. I think three days after you actually become a legit mayor, Tortimer will want to meet you~

Yeah I think I TT'd to quickly before the basics where done. I tried to talk to all the villagers to fix it but two would never appear, although their houses were there.

In the first picture she's saying like

"Please come to see me at town hall so I can give you an advice as to how you could get good ratings faster, also I'll tell the latest rating you've got."

And in the second,

"I recommend saying hello to your neighbors to get to know each other."
"You can check who lives where, and their name, in the map shown in lower screen."
