Jacobs Ladders without a perfect town?

Hey guys and girls!

I have a question about perfect towns. I had a perfect town but when Becky moved away I lost that status. Okay, fine, except during the time she was gone and before my new villager, Zell, moved in I still had Jacobs Ladders appearing in town. It grew next to one of my favourite villagers houses and it definitely wasn't there when I had my perfect town status; it appeared after. I checked my town status with Isabelle and I had suggestions for improvements so I definitely, definitely didn't have a perfect town.

Is this supposed to happen? I thought they only appeared because of Perfect Towns? :S Or does that just trigger the event for them to grow?

Has anyone been in your town recently? Maybe someone planted it there. But I don't think someone would plant it next to a house.

All my jacob ladders naturally grew on the edge of the cliffs.

Not related but I got perfect town without having 10 projects just 2 days ago. I had 8 and 2 of them are bridges which I didn't think they count.

I'm pretty sure that Jacob's ladders only grow on cliffs

I've had all 4-5 of mine grow that way so far

They only grow on a cliff's edge. Otherwise, it was placed by another player. The villagers can't move or plant them.
And they ONLY grow while your town has perfect rating.

Can you have a perfect town without any Jacob's Ladders growing? For two days Isabelle hasn't suggested any improvements but I don't have any Jacob's Ladders.. hmm..

It may take a while for them to start to pop up. Just continue doing your mayoral duties and eventually they'll start appearing on the cliffs.

They don't appear every day. It takes awhile for them to show up, like the person above said ^
They'll grow every 3-4 days I believe.
