Jacob's Ladder Question

Hi guys!

So I have a perfect town for 15+ days. My best friend and I play and she told me that Jacob's Ladders appear every 3 days (so I should have had 5 Jacob's Ladders by the time I got my golden watering can) However, I only have two Jacob's Ladders. Do they actually appear every three or so days? I still have a perfect town but I can't find any Jacob's Ladders

I've never heard of a specific time frame for Jacob Ladders to spawn... I definitely got one the first day I got a perfect town, and I remember new ones grew around every 2-3 days in the first 2 weeks or so, but I barely got any new ones after that... so I'm guessing it's just random? I could be wrong though...

It's completely random. While the person above me had a fairly constant rate, mine was random.

I got a Jacob's Ladder the first day of Perfect Town, then got only two more the following MONTH.
Once the initial month passed, I had one every other day for a week.

I think the game probably considers the Jacob's Ladder part of the five new flowers a day rule. If five other "regular" flowers are planted, you're not getting a Jacob's Ladder that day.
