Is this possible?

I had a new villager move in today(still in boxes) and I have a visitor in the campsite. If I ask the camper to move in is possible for him to pick the new villager or does his being in boxes make that impossible? If I like the camper(have not checked who it is yet) my plan would be ask them to move in and close the game and restart until they choose the person I want them to replace. Ideally it would be the new villager but i dont wanna waste my time trying to get them to pick that villager f its not possible. Thanks

I think the person in boxes still would count considering when you try to adopt a villager from someone with one of your villagers in boxes, and have a full island, it still says that your island is full even though that person is in boxes and is moving out the next day
