So recently I want a 10th villager in my town. Someone arrived at the campsite a few days ago and today. I asked them to visit my town but they simply just deny (Bill, who arrived today, said that he would prefer to 'stay in his town'). Is this a bug? Does the game think I already have 10 villagers when I only have 9 or is it just random if they decide to move in or not? I've never used the campsite before despite it being in my town for a very long time.
 
Totally normal. Sometimes you have to spend quite some time trying to convince them to move in even if you have space. Just keep trying and he'll give in eventually.
 
Unfortunately, it's normal. Sometimes I spend so much time trying to convince a camper to move it I just give up.

Also, just a small question: does there need to be space in my town? My town is covered with flowers but I don't mind his house replacing some.

No, they will move on to anywhere expect QR codes since the update. Which is why people used to plot reset to make sure a villager doesn't move on top of their hybrids.

flowers won't affect a villager moving in, as their house can move on top of them.
 
I wish they wouldn't move on trees & bushes, but it's nice that Nintendo made sure they don't go on paths anymore.
