Is there a way to stop spawning seashells?

Nope. It's a core mechanic.

EDIT:
It's impractical, but you can probably put furniture around the trees for the branches, but I do not recommend this for the sea shells.

 
For the three branches i use the trick where you put 15 branches behind cliffs and trees so you don't see them, and than they don't spawn. Same for stone(for crafting)on the ground
 
yeah i dont think there's a way to stop the seashells because even in areas where i have a ton of flowers all over the beach and really close to the water, seashells still appear
 
I think the invisible paths idea is your best bet. Shells only spawn on the space that's closest to the ocean so alternatively you could fill your water line with something else like flowers, materials, etc. The areas of my beaches where I have the shoreline packed with DIYs, fossils, etc is where shells, bottles and star fragments don't spawn.
