Is there a safe way to TT months without losing villagers?!

I just restarted, so I need to go back to weeding day for the PWP.
Question: How can I do that without losing any of my villagers?!

I heard somewhere a while bac that if you wait til someone pings, then tell them no, then TT a few months that all your villagers will be there. Is this true?! I don't want to lose any of my villagers >.<, but really need that PWP.

Anyone know if there's any merit to this?! Or if there isn't, do you know a way to do it without losing your villagers?!
Any advice is greatly appreciated. Thank you.

It's true. If you want to be doubly sure you can start up on a new character so you can tell straight off if something went awry without any risk of it staying that way.
