Is there a possibilty for the 10th villager to move out?

I just want to know if it's not impossible, because somehow I got a random move in aka an unwanted villager to come in, and I'm not willing to let anyone else in my village go before he goes :/

I've heard it's immensely difficult for them to leave which worries me but if that's what it takes i'm fine with that

Usually when I get a tenth villager it's because it's one of my dreamies or someone I love from my campsite and they usually ask me to leave before everyone else (TT day by day it's usually two weeks - a month game time).
