Is the pier the rocks or the wood?!

I had previously assumed it was the wooden structure - the definition of pier is a structure that rises above a body of water - but the wharf roaches are supposedly on the pier and those spawn on the rocks. Which one is it?!

I’ve only every caught pier fish from the wooden dock, so I assume that’s the pier. I’m guessing the wharf roach was an oversight on Nintendo’s part.

The wharf roach thing about having no pier is just a joke (being peerless). Pier fish appear off the wooden dock on your island or the dock where planes land on mystery islands.
